MONROVIA, LIBERIA — August 18, 2026. The Ministry of Youth and Sports has announced the immediate cancellation of the ward system at the Monrovia Vocational Training Center (MVTC), following an investigation into the practice and concerns surrounding its administration.
The investigation found that some instructors at MVTC have been identifying unusually large numbers of students as their wards, with individual teachers reportedly having between 5 and 7 students designated as wards. The Ministry considers the practice unsustainable and inconsistent with the need for a transparent, orderly, and accountable system of student administration.
The review further raised concerns that, in some instances, instructors appear to collect money from students and subsequently enroll or accommodate those students at MVTC as their wards. Such arrangements create concerns about the financial relationship between instructors and students and raise questions about fairness, transparency, and accountability within the institution.
